Based on the discipline of safety science and engineering, School of Emergency Management and Safety Engineering grew out of the mine ventilation and safety research office of coal mining department in Beijing Institute of Mining and Technology, which was founded in 1952. In April 1998, according to department adjustment of the university, the safety discipline was merged into the resource development engineering department. In June 2002, the school was renamed School of Resource and Safety Engineering. In 2003, with safety discipline as the core, Ministry of Education and State Administration of Work Safety jointly established the first safety science and technology school in China. In order to meet the needs of national development and to further develop the "double first-class" disciplines of the university, School of Emergency Management and Safety Engineering was formally established in December 2018.

Consisting of four teaching and research institutions now, namely Institute of Emergency and Safety Management, Institute of Fire Science and Engineering, Institute of Industrial Safety and Occupational Hazards, and Institute of Urban Public Safety, the school is steadily advancing the construction of high-level research institutes and expanding the scope and depth of scientific research in academic fields. With a strong faculty composed of 3 academicians of Chinese Academy of Engineering, 1 Cheung Kong Scholar, 1 leading scientific and technological innovation talent of the National Ten Thousand Talents Program, 17 professors and 11 associate professors, the school has 3 disciplines conferring Master Degrees, 2 disciplines conferring Doctor Degrees and 1 post-doctoral research station. The school also enrolls undergraduate students in accordance with general discipline categories and cultivates them through 2 majors of safety engineering and fire engineering.

The school boasts distinctive subject advantages. The doctoral program of Safety Technology and Engineering was the first one authorized by Academic Degrees Committee of the State Council in 1986. In 2001, the major of Safety Technology and Engineering was evaluated as a national key discipline. As a national-level characteristic major, the Safety Engineering was conferred the National Engineering Education Professional Certification in 2008 and 2014, among the first batch of majors that got this certification in China. The discipline of Safety Science and Engineering is not only a national key discipline with special professors of the Cheung Kong Scholar Program of Ministry of Education, but also a key discipline listed both in the "211 project" key discipline construction program and the 985 Project Innovation Platform, ranked as top 1 for four consecutive times in China Discipline Ranking. In 2017, it was listed as one of the first batch of national "double first-class" construction disciplines and was rated as A+ in the 4thChina Discipline Ranking organized by Ministry of Education.

The school has made great achievements in teaching and scientific research. In the past 5 years, with 8 textbooks published, more than 30 projects completed on teaching reform as well as textbook and course construction, the school has won 7 second prizes or above level of teaching achievements in national, provincial and industrial level competitions, together with more than 60 provincial and ministerial scientific research awards. Meanwhile, with over 150 papers included in SCI and more than 150 papers included in EI, the school has authorized more than 40 national invention patents, more than 50 utility model patents, and over 20 software copyrights. The total number of state-level scientific research projects under study, including projects of National Key R&D Program of China, National Science and Technology Support Plan, and National Natural Science Foundation of China amounts to 32.
