Recently, the Committee for Proposal Collection of the National Committee of the CPPCC has started to select good proposals for the year 2019 (the Second Session of the 13th National Committee of the CPPCC).He Manchao, professor of CUMTB and academician of the Chinese Academy of Sciences,as the first co-sponsor,submittedtheProposal on “AttractingInternationalAcademicians to Build the World’s Science Center and Innovation Highland”, which hasbeenawardedthegoodproposal of the Second Session of the 13th National Committee of the CPPCC in 2019.

This proposal indicates that after nearly three years’efforts, Qingdao International Academician Port has gradually formed the cluster effect of international academicians, demonstrated the potential and vitality of cross-disciplineinnovation, andpresenteda strong development prospect, whichis expected toexplorea newdevelopmentpath with characteristics,andurgently needs the support from the national level. Therefore, the proposal suggests thattheQingdao International Academician Portasa“test field”for deepening the reform of science and technology systemshould beincorporatedinto the overall layout of national innovation system construction, and supported withpriority.
